[rsbac] Authentification/Super SUID

What is the best way to become uid=400? Should /bin/login with all this
pam-stuff be used? The Idea is to have a normal root and a program to
extend his rights by giving him a special role (after asking for a
pass). I just want to keep it simple and don't like having to protect a
dozen of program-parts involved in becoming 400.
With /bin/login for example all the libs have to be clean.
Is there something like this or will I have to write it?
