[rsbac] Yet another couple of questions

Could you run any of the RSBAC commands?  e.g run attr_set_file_dir
(without any arguments) and it should print out RSBAC version for the
tools.  I"ve had this problem before and it was due to using older
admin tools on a newer RSBAC version.  In my case my admin tools were
for RSBAC V1.2.2 and I upgraded the kernel to RSBAC V1.2.3
