Thanks for reporting!
There appear to have been an error in the release generation tool.. my
fault, sorry.
I uploaded corrected rsbac-common packages from the 1.3.0pre1 tag.

Please redownload it (wait a bit for the mirrors for synchronize or
take it from the master, download.rsbac.org)
